Negative offset value in Offset Path action?

I noticed a strange feature - a written action using negative offest value becomes positive after it is written and Illustrator restarted. Thus, the subsequent playback of this action does not work correctly.

Is it a peculiarity or just a bug? It seems to be a bug in a particular version of Illustrator.
