New Document window set up text off in selection points

Something weird with the latest Illustrator release. I mena It's usuable, but maybe needs a tweek by the developers? Photoshop is fine Indesign is fine, it seems to just be Illustrator. Any advice or ideas of whats up?

Thank you for asning about the UI scaling I didnt think of that as this was the first time I have ever used it, but when I changed bakc to default the new document creation dialog still had the text off when I reset to default.
