New resizing in CC 2019

Hi, I tried searching other discussions and only found this problem brought up in a 2015 post, and have only been having this problem since I've updated from 2018 to 2019 of Illustrator CC.

Every time I resize something, even if I hold the outer box and bring it in, all sides shrink, resulting in the item's position changing. Sometimes I want to resize a piece of art, and have to go back and forth between sides so that I can fit it on the artboard.

Are there any settings I missed to stop this? Before I could take a box, align it to the top left edge of the artboard, and just resize it to the artboard size without the left side's position changing. Now, the top left side would go down/right about 5-10%. It's very frustrating, and time consuming.

I just want to know if there's a fix other than downgrading... Or if anyone else has this problem. Or if there's a fix planned soon.

If it's a new feature, please PLEASE give an option to go back. I hate this "feature"...:(
