No rotate handles on small objects

Hi all

I do a lot of layouts with small text and shapes.
If objects are below a certain size I get no rotate handles. This meand I have to keep zooming in and out to simply rotate specific small objects. I find selecting small objects in CC very 'twitchy' and realise it's driving me nuts.
It's not a an issue in CS6, selecting and transforming feels very positive and sure. Handles always show even at smaller size than CC.

Is this  a 'Preferences' setting??
