Not able to convert PNG to Ai

In Ai 2020 I open a PNG file that was created using snip and sketch or the snipit tool in Windows 10.  I go to Objects, and then Image Trace, and all options under that are greyed out.  Is there something that has to be done to be able to convert a PNG to Ai, or is there some types of PNG this can be done to, but not others?  We are trying to create employee manuals, and doing screenshots, but the screen shots are small, and so the PNG needs to be zoomed, but then they pixilate, so hoping to be able to use Ai with Vectoring to zoom and then re-save as a PNG in the larger size without much pixilation.
