"Not enough image to finish display" Error Message

Hey my team and I are working in Illustrator and were working on 27.8.1. However it's been giving us problems when sending our files to print.

They manifested themselves as an issue about a week and a bit ago for myself where I noticed some of my images were only loading 1/4 in the Mac preview window (See attached) and then when I tried to bring them into Indesign they would say the above. (on occasion they would load but be completely unusable (also see attached)) They would save and load without issue but I couldn't place a .ai into Indesign and loading up a .PDF (or more specifically a .AIDF) into Accrobat wouldn't load. This happened no matter what I tried to export as.

Fast forward this has now become and issue in the printing stage as our rip software can't even load the image to process it (IDK what software our rip is.) As a team we've had to roll back to 27.7

Not sure what's happening here but I've also not seen anything about this here or elsewhere online so thats why I'm putting this out there
