Not getting the handles to move position of text for Type on a Path Tool

Once i move the start or end point I lose the handles. If i move the selection they come back

The thing gets weirder. In the document I'm working on the handles do not appear but if I copy and paste the same path with the text on it to another document the handles appear? Why won't the handles appear in the document I'm working on which is the latest illustrator CC.

You want to use your Selection tool (V) to move the text using the controls (the start line, end line or center lime).

I have selected the type on a path tool, highlighted the text but the movement handles do not appear. Is there another tool I need to use?

You need the select tool to do that.
