Objects in Illustrator that are reduced to 1/10 of their original size when exported to other vector

I have vector objects in Illustrator that are reduced to 1/10 of their original size when exported to other vector programs. I was able to fix this by copying and pasting into a new, larger document. However, I had 2 vectors of the same shape, but one was to have an offset of .125 inch. After pasting the vector onto the new document, the offset vector was .0125 inches (1/10th).
