How can I rotate only one of the items in the Objects on Path option?

You can direct select one object and apply the Transform effect in the Effect menu to rotate just this single object.

If you first make it into a symbol (before putting it on the path), then you can do that somehow by going into symbol editing mode. Other than that at elast currently it's not meant to work.
