ocean ripple effect not working on rectangle with gradient filter on it, need help

I am following a background tutorial and it looked like this with barely starting it. I hoped it would stop at a certain point but the previews are accurate to what I want but for some reason when it is applied it looks totally different then to what it previewed as.

> Updated it to version 29.1 just now with no improvements issue still persists
