On launching Illustrator on Win10, I get the error "dxcore.dll not found "

When launching Adobe Illustrator on a Windows 10 laptop I get the error "dxcore.dll not found ". The "Learn more" button says: "Compatibility: works on this computer". I have uninstalled and reinstalled Illustrator three times without any effect. Illustrator was just updated (2024-06-04), and is now version 28.5.

Please fix this asap - I need the program daily for work!
