One layer won't group

When I Select All, one of my layers which is a group separates and won't group. The layer Path within White Background will group, but White Background Layer becomes empty and won't group. Why?

    When items are grouped they are moved into the same layer. After you group can delete that empty layer/sublayer or just leave alone as will do nothing.

    Thank you. I don't understand why this doesn't happen to other groups when they are grouped as a whole they stay together and aren't separated.

    Layers cannot group, only objects on layers can group.

    Maybe your layer is empty?
