Operations on ai & svg files

I have a large (~ 12 mb) JPG file (color picture). Task: place blinkers (gifs) in the right places of the picture and put a hyperlink on each blinker. The picture should be able to pan and scale, and the blinkers should work (like regular * gifs). The result file is * svg. Can this be done in Illustrator and how? (Illustrator2020, Win10). Thank!
