Thanks for checking in. To help narrow this down, could you please confirm which OS and version you are using along with Illustrator 30.1? Also, let me know if you are connected to a company or office network, or if this is a personal or home network. In some cases, network restrictions can block access to partner model services, so it would be helpful if you could try switching to a different network, for example a mobile hotspot, and then test Text to Vector again.

If you are using a VPN, please disconnect it and try again. Similarly, some antivirus or security software can interfere with the connection, so it would be good to test temporarily after disabling it. After that, completely close Illustrator, relaunch it, and then try using the partner models again.

Please also confirm what exactly you are seeing in the UI. Are the partner models missing entirely, visible but greyed out, or do they appear and fail during generation? A screenshot of the Text to Vector Graphic panel showing the model selection would be really helpful.
