PDF broken into horizontal bars

Hi, I'e exported a PDF from ArcMap into Illustrator and it has broken up the image into horizontal bars instead of its individual layer (for example, roads, waterways, property parcels etc). How do I fix this?

This has nothing to do with AI. It's how your software generates the PDF. You need to play with the settings there.
