PDF Layers

I have a PDF which has layers in it which are shown in Adobe Reader (see attachment). However, the layers are not shown properly in Illustrator. Does anyone know how to workout what is wrong with the PDF or the Illustrator setup?

A feature request for that has already been created and you can upvote it to add your voice. Keep Layers from PDF when opening the file in Illustrator. – Adobe Illustrator

    Rubbish isn't it, everyone else except Adobe can do it.

    PDF layers cannot be compared to Illustrator layers. They work differently.

    Illustrator cannot convert them.
