PDF too Large to Email/Upload for Printing

I created a file in Illustrator and saved as a PDF. It is for printing on a tool mat about 24" x 12". I am not able to email the file or upload it to the print company via Amazon (or here for that matter) because there is an image in the file making it too large apparently (116,373KB). The image was resized to be the dimensions of the mat in Photoshop then placed into the Illustrator file.

How can I reduce the size without losing quality for printing (flattening the Illustrator file didn't reduce it enough)?

What are the specifications of the image? Is it 24" x 12" at 300 ppi, or is a lower resolution acceptable?

If it is, the reason I ask is that 300 ppi is a standard resolution for printing on high quality paper, but on low quality paper you can get away with 200 ppi or lower, and if this is being printed on a tool mat then that is a potentially lower quality printing surface than low quality paper. Have you asked how low the resolution can go?

Also, how did you reduce the file size in your updated reply? Did you redo the image outside of Illustrator, or did you change the PDF export settings in Illustrator?

The question is how to reduce the file size, but how about changing the sending method?
For example, use “Adobe Document Cloud”.

So it's just a pixel image and then placed in Illustrator and saved as a PDF? Why?

No, there are other vector graphics in it.
