Photoshop File to Illustrator Pantone

Hello, I work in prepress. We usually get photoshop / tiff artwork that needs to be in pantone, but our vendors print out of Illustator. 

We've always just converted each pantone color in photoshop to bitmaps and linked them into Illustator then filled them with the pantone.

However, with a new updated Illustator (28.5) the bitmaps aren't working and just coming in as flat images.

Any suggestions?

Bitmaps (TIF) work fine for me in 28.5 (Mac). It didn't matter if Compression was None, LZW, or ZIP, in case there was an issue with that.

(also: what do you mean by "flat"?)

Can you show a sample of what kind of objects you're dealing with? There might be a different/better way

.Interesting. I never save as BMP anyway (I can't remember anytime in the last 20 years someone's used that format!), so hadn't seen this issue, but good to know.
