Placed EPS file acting like a JPEG

Please help!!

As of late, each time I "place" a vector image from Shutterstock into illustrator, it acts like a JPEG or PDF and I can't edit it. I have double checked that I actually downloaded a Vector - Check! I have selected the image and tried to "ungroup" = Check! I have tried to unlock layers - Check! I have tried to "edit original" - Check!

All I can do is re-size the image!

I have the cloud version of illustrator, by the way.

Have you tried opening the eps file instead of placing it into an already open document?
