Pointer won't change on handles

When trying to rotate or scale an object, my pointer no longer changes to the arc or line with the arrows on the handle in the corner like before (I hope I'm describing this okay). I can't see what I'm doing without them. I have tried showing bounding box, showing edges, using freeform palletes, restarting the program, restarting my computer, resetting preferences, uninstalling the program and not keeping preferences (then resinstalling). Nothing is working. Does someone know how to fix this?

I attached an image of what the pointer NEEDS to do, but it no longer does that in Illustrator; it stays a normal arrow pointer. It's working fine in Photoshop and Indesign.

Please show us a screenshot of your object in Illustrator that doesn't work… Make sure the Layers panel is visible.

 

This happens whith all objects? Even new ones in new files?

The pointer disappears when doing the screenshot, so I can't show that part.
This is the workspace though.
Yes, it happens with all objects and text boxes new and old. It doesn't matter if it's vector or raster either. It happens with anything that can be resized or rotated.

So the pointer completely vanishes? Or does it just not change?

 

I see you have the Pantone Connect plugin installed. Anything else?

I don't know if it interferes with Illustrator's cursors, but given it's bad reviews I wouldn't be surprised if it were. What happens when you gclose its panel? What happens when you close all the other panels?

Does View>Show/Hide Bounding Box have any effect? The toggle is Cmd(Ctrl)-Shift-B to switch from one to the other.

Unfortunately no, I tried that already with no change.
