Print to file - scale and file options not available

I'm trying to create a PDF of poster tiles that can be printed at by a client to simulate a large format poster. 

I have done this in the past by printing to ps with the scale and tile settings and then creating the PDF through Distiller. When I try to do this now the scale and tile options are greyed out. What am I missing? I can't seem to recreate my steps (also I have a  new computer). Is there a specific option I need to select from the PPD menu? Right now the only option is 'Device Independent'.

I don't have any printers added to my machine.

Any help appreciated.

    You can use the Distiller PPD:

    Save as PDF errors and issues in InDesign, Illustrator (Mac OS)

    When downloaded;

    In the Printer dialog choose: Adobe PostScript File as Printer

    For PPD select Other and select the downloaded ADPDF9.PPD

    Thanks for your reply. Yes! That's what's missing. Must be why I could do this previously but not now. I spent 1hr on the phone with Adobe hoping they would give me this clue.

    Any advice on how to install the driver?

    If I'm understanding correctly, these are the settings that I get, and tiling is available.

    Does this match what you have?

    You should have the Adobe PDF printer driver installed on your computer.
