Problem exporting LAYERS

When I export my artwork as a j peg, even though I have remember paste layers checked the artwork exports but NOT the layers, there is only 1 layer showing the complete illustration.

Same thing happening if I export as a Tiff etc.

Also this is not just happening with one illustration it is happening with all of them

Just cannot understand why, never had this problem before

I design wallpaper so do this procedure regularly.

I am using Illustrator 27.2version, updated to the 2023 version

Would appreciate any help.
