problem with proportionally transform items with illustrator 21

Hi to everyone,

I have to issues i need help with.

01. I curently use the illustrator 21 ( just set it up ) and i have a problem with resizing an object.

For example , when i try to resize a circle 3 X 3 to 2cm height, the object will be deformed ( 1.7 X 2 ).

The same happens to square objects. The transformation will not be propotional! ( the chain is open and not locked when i do all the above )

02. why does the stroke also count in the size of an object? ( In illustrator 19 the stroke was not included in the dimension )

What happens if you close the chain?

Is there snap to grid or snap to pixel active?

Do you scale with the shift key pressed?

neither , to the first remark.

for the second remark, I'm setting the dimension from the transform box ,
that's when the problem appears. if I try to reshape or transform an object
manually I don't have a problem

02: I believe you need to untick Use Preview Bounds in the general preferences to measure by the spine.
