Problems with tranforming

Hiya, I have a problem with my transform tool.

When trying to transform anything using the black arrow button, it only moves things around.

When I try to transform anything using the menu function it also just moves it as well.

I know this happened to me a little while ago and it started working again after a few days.

Also, when trying to transform using the black arrow and hovering over an anchor point, a little black anchor point comes up next to the arrow, and when hovering over a path, a little path icon comes up. I think maybe its changed to a different mode that I can't get out of.

Please help

(I have already tried restarting)
