Processed PDF in Preflight with Pantone Converstion from CV to C

I'm working with lots of files that use Pantone xxx CV Colors and I need them converted to Pantone xxx C.  So I built a Preflight Dropplet that does that using

a Custome Fixup in Preflight called  - Set suffix of all Pantone spot colors to "C"

When It runs it confirms that all Colors are converted to C.

When I open file in Adobe Acrobat and print the separations it confirms all colors are C

When I drop the File into Illustrator all Colors are back to CV

Is there a setting I'm missing?
