This progress bar usually appears when using Image Trace.

 

In case the progress takes a lot of time, that normally just means that the raster image that is going to be converted to paths is pretty demanding. Either because the source image is complicated in general or as it may be physically weighty.

 

Sometimes it may freeze the entire application.
