Properties panel not showing up in illustrator?

Hi! I work on my school's windows computer with the 27.9.1 version of illustrator. However, a problem this computer and others have been having is that the properties panel just seems not to show up. (where it would normally be with layers, etc..) hitting the properties button under window does nothing either. How could we fix this?
