250px X 150px is a fairly small image size. The DPI setting is pretty irrelevant. 250px X 150px is going to be only that many pixels regardless if the DPI setting is 72ppi or 900ppi.
Logos, icons, etc made for small pixel sizes should have line details that are at least 1-2 pixels or more wide when scaled down that small. If not the details are going to disappear. Lining up elements with the pixel grid can also help. For instance baselines of letters should be aligned with the pixel grid.
It's a shame your client won't accept a SVG image of the logo instead. That might work better.
