Resize an artobard with all items scaling

I'm crud at illustrator, and I am with it enough to get my client's stuff promptly into AE and leave AI as quickly as possible.

I have a doc with 14 artboards from my designer. Always work exactly the same way. In a rush, i'd imagine, this time they've created everyone of their artboards as 192 x 108 (missing a zero in both cases). As such, their text and all of the objects are miniscule. The text is actually 5pts. I noticed it when using Overloard to push stuff over, and it was coming into AE microscopically. Is there a good way to do this without rebuilding this nonense?

I have doubts, and I wouldn't be the one to write it in any case, but increasing everything in the file 1000% may be script-able.

 

It's also quite doable "manually," but the growth begets a lot of movement that would get messy if not approached methodically. I'd probably start a new file with 14 correctly-sized artboards then copy and paste board-by-board (it's only 14), subsquently applying the 1000% scale factor. In your shoes, I'd send it back to the designer for rectification.
