Se debería poder rotar un segmento de forma individual sin que rote todo el objeto, aunque esta rotación afecte a los segmento contiguos.

Smart Guides (Guías inteligentes) are your friends.

What happens if you deselect the object (you can click an empty spot), then click exactly on the segment (Smart Guides (Guías inteligentes) say path (trazado) when you are within snapping distance), then use Object>Transform>Rotate (Objet>Transformar>Rotar) and insert the desired angle?
