Rotate cue doesn't show up!

Hi there. Recently (in the last couple of weeks) I've been having an issue that the cue for 'rotate' will not show up on objects. Or, conversely, I'll go to scale and the object only rotates.

Anyone else having this issue?

Is it a product of a recent update? I'm an experience user and never had this issue before.

    What are you referring to?

    What do you want to do?

    What happens step by step?

    Which version, which system?

     

    When was your last computer restart?

    As stated, I am referring to the rotate cue that should show up when you hover over the corner of an object.

    It does not show up, OR I go to resize using the corner handle, and the object only rotates. 

    I am working with CC so the current version.

    Restart is a non-issue, I restart each day and the issue remains.

    Please tell us a version number and your system.

    So the bounding box is not there?

    And you are using the selection tool? Does the correct cursor symbol appear (the cursor changes before you click)?
