Roughen Effect not working

Whenever I select my image (that is pen drawn) and select Effects / Distort and Transform / Roughen, it won't allow me to do anything. All the menus become greyed out and I can't do a thing in Illustrator. Once I hit the escape button everything comes back.

I cannot use the Roughen effect!
