Round Corner Effect Missing

I am relatively new to Illustrator. The other day I found the Round Corners effect in the Stylize submenu. This was great for the diagram I was working on. I needed to round corners of paths created with the segment tool. It worked well. Now, a few days later, I returned to my project and now I cannot find the Round Corners effect in the Stylize submenu. Where did it go?

If I select a path that was previously rounded using the Round Corners effect, I do see the fX listed in the appearance panel. But if I make a new path and bring it up in the appearance panel I cannot add the new Round Corners effect from that panel either.

I have tried using Live Corners on paths, but the widget does not appear. It only appears on rectangle shapes I create.

Has something suddenly changed with Illustrator?

Aha! Now I see it. I was looking at the Stylize submenu in the lower half of the Effects menu. It's very confusing to have 2 "Stylize" submenu entries. Adobe should consider another name for one of these submenus to avoid confusion. The application is confusing enough without making things worse for the new user.
