RULERS NOT BEHAVING

Just recently my rulers are not behaving. I have them shown, but when I pull a ruler onto the artboard-there it stays! I can not move again or delete it. It just plops there and stays! Every time I look up ruler problems online for help it keeps bringing me to "show the ruler tool" I know how to show it, I just can not get it to behave:(

Are you talking about guides dragged from the ruler?

Are they locked? View > Guides > Unlock/Lock Guides
