Save For Web Legacy is Exporting Different Size Than Indicated

Save for Web Legacy on Mac, settings JPEG, Maximum, Progressive and quality at 98% is indicating it should be exporting at a file size of 4.859KB, but when saving it it appears to be at a file size of 16KB on Mac, but on Windows it appears to be fine and exports as 4.859KB. Is there a reason for this, and how should it be resolved?

Just two possibly too silly questions: is the full stop a designation of decimals or thousands, as used in UK (a very small image) or continental Europe (an immense difference in file size)?

Is the appearance the same or (very) different on Mac and Win?

I wonder whether it is a Mac issue/strangeness rather than a Mac related issue.

The decimal is what was indicated when saving for web, attached an image for clarification. I have also attached an image for the exported result. Also had a chat with the Adobe team and it was concluded as an issue from their end. I hope this issue will be resolved soon.
