I have been having the same problem, even bought a new Wacom PTH-660. The problem still persisted. I have reinstalled illustrator version 27.9.3 and am not having a scoll problem.
I just updated the newer version 28.5 and it is unusable, so for now I'll keep using 27.9.3 but I find this situation extremely frustrating and have spent far too much time dealing with it.
