select oultlines images

hi guys, I'm only able to move images in Illustrator when I click on the outlines. Clicking anywhere else within the image doesn't allow me to move or select it. Is this a common issue?

In the Preferences > Selection is "Object selection by path only" turned on?

Sorry to hear the suggestions did not help. Would you mind sharing a screen recording of your workflow and a link to a sample public file after uploading it to a file-sharing service like Google Drive/Dropbox/etc., so I can try and replicate this on my end?
