Selection Issues in Illustrator

I am having some issues trying to select objects that only have an outline. sometimes it registers the selection and sometimes I can click forever without it selecting the object. I can also marquee the selection but then when I go to click move it doesnt work. I have increased the tolerance with no luck. Has anyone else had this issue?

Are the objects locked or on a locked layer. Can you post an example?

the object and layer are not locked. I created a rectangle with the rectangle tool, go to select it and it wont click select. I can marquee select but then I have issues trying to click and drag move it.

In Preferences, is the box for Select object by path checked?
