Selection Tool Issues

Lately my selection tool does not allow me to drag a selected item anymore. I also cannot use it to move layers up or down in the Layers panel.

Few things to check:

1. restart Illustrator or re install

2. click few times on the space bar and than try to select

3. Can you send a screenshot to tell us more?
