'Share for review' link still requires stakeholders to sign in

I generated a link that I want to share with colleagues who don't have Adobe accounts. All of them were asked to sign in! 

 

But the help page says:

Review the document

If you are a stakeholder, you can add comments to the link shared with you on any device. For a public link, you don't need an Adobe ID to add comments.

 

Am I doing something wrong?

When I share a review link and access it after logging out, I am asked if I want to comment as a guest or sign in:

 

 

What exactly do your participants see?

Hi Anubhav,

 

These are the only options I can see:

I don't see any mention whether the link is public or not, but I assumed this should make the link public to anyone with the link.

 

Also, weirdly, when I go to 'Manage review links' it says that I have no review links created at all!
