Shift Constrain and Option Constrain Not Working Correctly with Wacom Drivers

Is anyone else experiencing this issue? I'm on a Mac running Catalina 10.15.4, Illustrator 2020v 24.1 with a Wacom Cintiq and Intuos Pro running driver 6.3.38-3

Here's a video that hopefully makes my problem clear: https://youtu.be/R8bwO7_MESs

I've contacted Adobe tech support. They helped me determine it was an issue with my Wacom device. When using a mouse, the constrain behaviors work as intended. Adobe support suggested I contact Wacom. Wacom had me uninstall their drivers and do some thorough ditching of all remnants from those drivers. After repairing disk permissions, I reinstalled the drivers. I also wiped out my Illustrator preferences. I've done these things twice now with no fix. I was quite certain it wouldn't work. I've been using Illustrator since version 5 (along with Mac and Wacom products), so it's not like I haven't sorted through issues over the past two and a half decades.
