Shift key doesn't works to scale proportional in AI and psd

Hello, one week ago that I can't work right in AI and psd... Everything shortcuts and helps that provides "shift" key doesn't work... Check updates and everything possibilities about software and nothing get better... But Seems to .Ae works normal... Somebody can help me please...

    Yes... Wacom CTL4100 or similar... update the drivers... Everything... I
    work with it for 3 years ago or more... I'd was reading and could be some
    update for chrome or some safe mode starts for the suit in the last
    months... 🙂

    There is currently a compatibility issue with Wacom drivers. Wacom is aware of it, but nobody knows when they will have an updated driver
