Similar select option as a floating window

Is it possible to get this panel as a floating window with option to open and collapse it?

All commands in this submenu are actionable, so you may create an action set consisting of separate actions for each command.

It could also be scripted.

Perhaps it can be intercepted by a plugin architecture, but with plain vanilla Illustrator you can't do it.

I don't know of a plugin that has exactly this.

Maybe some of the functionality can also be reproduced with a script. I would assume that if so, scripters can tell you.
