Smart Guides Issue

Please see attached video. Why are the smart guides not showing up when I try to align the edges of these shapes?

THey do show for a short moment.

There should be smart guides showing when the shapes touch and when the edges align. I don't see either of those happening.

Does it get better when you hold down cmd (Ctrl on Windows) while moving them?
