[Solved] "New doc" panel and increment problems (Dev bug)

My Illustrator cc2017 had the following problems:

1 - "New doc" panel did not show any options. Once solved;

2 - Functions like stroke increment and move objects was gone crazy. One unit was multiplied by hundreds. And all values at the screen was like "1.000 pt" instead 1pt as usual.

Illustrator was running on Windows 10 , and PT-BR language options.

SOLVING
Searching on google I did not had a clear vision whats going on or what was wrong. Trying to fix I found this solution.

-Change the Region option of the windows 10 to "English, United States" Will solve all problems with Adobe Illustrator.

BUT It will screw up with the system properties.
SO this is a problem that happend only in illustrator (I think in only some windows or hardware configuration beacause it was not so commented on my searchings), not in photoshop. I think it's a bug that the development team have to fix.

PLEASE DEV TEAM... SOLVE THIS...Must be some code using imperial standards bugging with metrics....

====For portuguese readers ====

Meu Illustrator cc2017 teve o seguinte problema:

1 - O painel "novo documento" não mostrava nenhuma opção. Uma vez resolvido;

Romane,

You may try to disable Avast or uninstall it, then run AI while disconnected from the internet to see whether it actually solves the issue; and (only) if it does, you may consider changing to another antivirus.

Avast have been aware of the issue since November last year, see posts # 74, 76, and 77 by Matous here:
