specific distance circles within a circle

How to make 24 circles within this large circle, WHERE THE DISTANCE BETWEEN EACH CIRCLE IS 3CM.

Please help, i've been trying this for 2 hours now.. my submission is late.

Just 3 separate ideas:

1. I think the easiest way is to use grid and place them on the grid.

2 You can use Object->Repeat->.... and choose one of its possibility.

3.Use Effects->Distort&Transform

Here is a screenshot of a file I did long ago.

The equal spacing of the dots is really based upon a hexagon shape.

I then created some Pattern Swatches.

The end result is a dot seamless pattern.

Repeated ellipses 3cm from each other is simple: draw two ellipses, set one as 'key' object to align, then use distribute spacing in the align panel:

Then rotate one 60 degrees about the centre of the other using the rotate tool and copy:

Once you've got a trio, rotate one or more in multiples of 60 degrees around another until you've got a circular arrangement of circles.

Edit: this arrangement gives us 24 wholly within a circle:
