Spiral effect in illustrator

I am trying to recreate this spiral effect with these characters. I have watched countless YouTube videos and read hundreds of forums. When I use the "distort > transform" tool, it applies only indivdually and does not repeat as a group. Does anyone know the workaround to this?

Object on Path tool. Adjusting their sizes will be a major pain though. You would have to do that in advance.

 

I don't even think you could do it easier with one of the Astute Graphics plugins.

 

If a sequence will be repeating along the path and you don't mind them being distorted according to the path, the pattern brush could be an option as well.

Thank you, Monika! I have tried all of those things and unfortunately, I'm not happy with how much distortion is on there. I figured object on path would be easiest, but I wanted to get some opinions before I spend time doing that haha. Thank you for your reply!
