Start Tool: Understanding the Radius Settings

I understand theoretically that radius 1 in the star tool controls the distance from the center of the star to the outward points; radius 2 controls the distance from the center of the star to the inward points. But I've experimented and researched, and I can not understand it. The numbers I put in do not seem to align with this understanding. I was hoping you could explain this to me more. The only pattern I really see is that when radius 1 and 2 are close together, you get a more default star; when the numbers are far apart, the star is very pointy and the center is small.

I really appreciate any insights on this - I've been trying to make sense of this on and off for some time.
