Strange blue border around Artbord window tab

Question

Occasionally I have this strange blue border to appear around my Artboard window tab. I don't know how it gets there and I don't know what it means. No amount of clicking will remove it. The only way I've found I can get rid of it is to close Illustrator and restart it. It doesn't cause an issue, I'm just very curious as to what this is. Can anyone illuminate me?

That would normally appear when you click and hold on an artboard, as when dragging to re-order them in the panel.

Having it show up on its own and persist is at least a display anomaly that could have something to do with an input device (mouse, stylus, pen, etc.), or an issue with the display driver or GPU. Of course all that is just generalized guessing.
