Stroke Alignment issues

Can anyone help me figure out what is going on here, My work requires very close and precise alignements, and for the first time in 20 years I have problems with these strokes not only not aligned with my selection, whenever I want to thicken the stroke, it displaces it aswell. Thank you for your time and effort.
